FSSA Makes Improvements to Phase 2 Proposal
FSSA has agreed to make a variety of improvements to their Phase 2 proposal on nursing home reimbursement.  This is the culmination of extensive discussions, initiated by both IAHSA and HOPE regarding concerns with the original proposal.  These discussions are ongoing but we are pleased with the changes made in the current proposal and the fiscal impact of the changes.  IAHSA appreciates the willingness of Megan Ornellas, Director of the Division of Aging, to engage in meaningful policy discussions on this proposal.

Stimulus Provides Much Needed Funds for Affordable Housing
The American Recovery and Reinvestment Act of 2009 (H.R. 1) has been signed and implemented.  It provides $787.2 billion to help stimulate the economy.  Over $10 billion was made available nationally for various housing programs. [full story]

Indiana State Department of Health Requests Preparedness Plans
At the September 23, 2009 Indiana Long Term Care Leadership Conference the Indiana State Department of Health (ISDH) provided resources on planning for emergencies and requested that all comprehensive care facilities (nursing homes) submit their emergency plans to the agency for review.  Documentation of training on the plan and exercise of the plan was also requested.  The ISDH's goal is to encourage facilities to complete and/or update their emergency preparedness plans. MDS 3.0 Delayed a Year
Sheila Lambowitz, CMS Director, Division of Institutional Post Acute Care, has informed AAHSA that CMS is postponing implementation of the MDS 3.0 until October 2010.  The MDS 3.0 time line is being revised and will be posted as soon as it’s complete.  AAHSA and our colleagues in the LTC Health Information Technology Collaborative called for the delay in implementation of MDS 3.0 because, among other things, CMS' previous plans did not provide sufficient time for linking this new assessment with appropriate interoperable health information systems.
